Responsibilities Plans, organizes, and oversees the full complement of activities within the Official Mail Center (OMC). Plans and executes all activities of the postal section and complies with legal and regulatory requirements to ensure customer and training needs are met. Provide first-line mail security services for customers and activities, accountability and control of classified mail communications, provide document security services, office automation and clerical support for the mail sections. Provides expedient and complete mail services sent via commercial carriers. Prepares and delivers presentations such as briefings, training sessions, and consultations with serviced Commander(s), other staff agencies and functional areas to greet cooperation, resolve controversial matters and convey information.

May be required work varying duty hours. Must have or be able to obtain a Government Vehicle Operator's License. Disclosure of Political Appointments Must have or be able to obtain a Certificate of Training for Generally Licensed Radiation Device. Must not have been convicted of crimes involving theft. Must not have been previously relieved for cause from duty with postal or other communications activities. The work requires substantial lifting of boxes, mail sacks, containers, weighing up to 70 lbs, substantial standing, bending, walking and occasionally climbing one to three flights of stairs with heavy mail sacks or boxes weighing up to 70 lbs. The incumbent must have the ability to type a minimum of 40 WPM.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for GS-0305, Mail and File Series. SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of administrative regulations and operating procedures regarding mail processing, plus skill in applying fact-finding and investigative technique to gather clear-cut factual evidence for administrative compliance with regulations; knowledge of civilian, and military personnel management and applicable procedures, regulations, etc., in order to accomplish supervisory functions; knowledge of a body of rules, procedures, and operations of quality control guidelines in order to inspect and track the progress of the contractor in meeting objectives, and adhering to the contract. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the functions, organizational structures and locations of the units serviced in order to effectively receive, organize, and deliver administrative communications in an expeditious manner.
2. Knowledge of postal and agency instructions governing the receiving, controlling, transporting and processing of all classes of mail, including special services mail and commercial carrier mail.
3. Knowledge of DoD, AF, USPS, OSHA safety and security regulations, practices, and procedures of handling various forms of administrative communications.
4. Knowledge of the Microsoft Office suites (i e Word, Access, Excel) to perform everyday office activities and produce a variety of textual documents such as reports, lists, letters, etc.
5. Ability to learn and operate proprietary hardware/software mailing equipment and security type equipment.
6. Ability to communicate effectively, both orally and in writing.
7. Skill in resolving simple, informal complaints of customers and refer others to supervisors. PART-TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE:
