  • You will serve as a MANAGEMENT ANALYST in the Naval Information Forces of NAVY CYBER FORCES.

    Responsibilities

    You will perform analytical work, analyzing, evaluating, and/or improving the efficiency of internal DCIPS personnel management and administrative operations. You will analyze current and proposed performance management programs to evaluate their actual or potential effectiveness in achieving objectives. You will submit, review and discuss Request for Personnel Action (RPA) and specific actions requested by management. You will analyze, extract, summarize and identify significant trends and issues related to Defense Civilian Intelligence Personnel System (DCIPS) personnel management. You will maintain records of all ratings and coordinates resolution of reconsideration request actions.

    Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

    Qualifications

    To qualify for the GS-12 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience interpreting guidelines, performing functions related to civilian personnel management and providing recruitment and staffing services. *Experience providing knowledge of a wide range of program management processes, concepts, practices and principles in order to analyze and develop recommendations for improvement in Title 5 and Title 10 program operations and objectives. *Experience applying knowledge of operating programs and the interrelationship among such programs to perform program analysis by developing and evaluating the effectiveness of new of modified program objectives and operations. *Experience using management information systems, human resource information systems and processes, computer applications, principles and techniques, including the ability to automate work processes for General Grade program operations. To qualify for the GS-11 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience assisting interpreting guidelines, performing functions related to civilian personnel management and providing recruitment and staffing services. *Experience establishing and maintaining effective relationships with and gaining confidence and cooperation of supervisors and managers to accept proposals on conflicting issues. *Experience establishing work flow methods and procedures to effectively and efficiently service the organization and its operations.
