The Talent Acquisition Section Chief will manage and direct all Placement activities for the Department of Transportation, Department of Community and Economic Development, and the Pennsylvania Emergency Management Agency by performing advanced human resource management work and supervising professional and paraprofessional staff.

Manages all placement activities and a staff engaged in Civil Service and Non-Civil Service hiring. This responsibility includes personally overseeing the hiring of key staff (e.g. District Executives, Bureau Directors, Field Human Resource Officers. This responsibility includes, but is not limited to approving vacancy announcement language, designing and approving posting templates and next lower classes to ensure statewide consistency, resolving issues of eligibility and qualifications, coordinating executive recruits, and ensuring confidentiality, timeliness of interviews, Equal Employment Opportunity (EEO) approval, pay exceptions, civil service certification, notification to non-selected candidate(s), and the issuance and timing of all central office announcements and press releases.
Serves as the Department's subject matter expert for all placement related functions. Personally handles special projects, as well as requests that are high profile, or of a sensitive nature. Consults with central office managers and Field Human Resource Officers on placement options for hard to fill vacancies or reaching desirable candidates.
Compiles thorough recommendations that are supported through research and analysis. Escalates potential problems immediately and follows up with potential solutions. Actively engages in resume reviews requested by executive staff and at times identifies related vacancies for potential placement. Interprets rules, regulations, policies, and procedures.
Manages PennDOT's winter and summer programs which includes the Summer Internship Program, and PHEAA State Work Study Program. Works closely with Enterprise Office of Administration and PennDOT Highway Administration Deputate. Reviews, revises and/or creates and implements program policies. Reviews, evaluates, and approves requests for special recruitment initiatives to include requests for newspaper ads, radio ads, and social media campaigns. Works closely with PennDOT Press Office. Also manages PennDOT's School to Employment cooperative education program for high school seniors, and all student outreach programs.
Responsible for the development of the quarterly and yearly recruitment plan reports as well as regular and ongoing recruitment implementation plans for vacancy based and specialized hiring efforts. Identifies trends and adjusts the yearly recruitment plan, as needed. Manages the development of all recruitment-related correspondence and promotional materials. Works closely with the Press Office, including social media staff, and Office Services/Publications area to develop, publish, and/or post recruitment-related professional materials and announcements. In conjunction with staff, coordinates approval of media recruitment requests (e.g., newspaper, radio, etc.) with the Press Office. Reviews, evaluates, and approves free recruitment events.
