The Function Strategy and Operations Lead is accountable for the development and execution of the Sourcing Excellence multi-year strategic plan. This role serves as the Chief of Staff to the Sourcing Excellence Vice President and as a strategic partner (or liaison) to the extended leadership team. This role is expected to drive all high impact / strategic functional initiatives within this function. This individual is also expected to identify opportunities that ultimately lead to a BMS competitive advantage and improve the performance of the Sourcing Excellence talent pool.. Additionally, this role will oversee the utilization and staffing of the flexible pool of sourcing pool. This individual is expected to closely collaborate with Procurement Category and Regional Leads to ensure staffing needs for the Multi-Year Productivity Plan (MYPP) are met, while building cross-functional expertise within the organization.. Major Responsibilities and Accountabilities:. Lead and/or support major strategic programs within a multi-year plan including end-to-end process optimization, make/buy analysis and recommendations within a large group of spend categories and/or within a major business area. Manage the capability excellence portfolio for the Sourcing Excellence area, in order to ensure appropriate prioritization and value opportunities are realized. Chief of Staff responsibilities to head of functional group. Work closely with key stakeholders in business units and in corporate functions to coordinate cross-functional strategies and implementation plans. Oversee staffing and development of Sourcing Analyst flexible resource pool. Monitor allocation of cross-functional sourcing pool to projects based on defined criteria (e.g., Tiering of sub-category). Ensure rotation of resources to various projects to achieve a breadth of development experience. Meet staffing needs of initiatives to achieve MYPP targets. Develop, champion, and ensure implementation of ideas that will optimize BMS total cost of ownership for spend categories, and support an emerging future pipeline of Continuous Improvement deliverables. Ensure highest standards of excellence across key capabilities. Conduct reviews of sourcing strategies and negotiations plans. Provide a value chain perspective across the entire functional portfolio. Oversee the adherence to annual strategic category management plans which specify how savings goals will be achieved, and finally ensure clear alignment between team actions and business unit objectives. Coach and/or facilitate resources within function to embed leading sourcing methodologies. Effectively manage teams through strategic planning and goal development in accordance with GP strategy. Oversee the review and revision of procurement practices to ensure their compliance with established laws, policies, and procedures. Provide coaching for the development of personnel and lend expertise in development of sourcing strategies. Support identification of Sourcing Excellence tools:. Ensure communication of technical needs for Sourcing Excellence with IT. Collaborate with the IT function to review and evaluate new technology to support the continued evolution of a best in class process. Internal/External Stakeholders:. All GP personnel. Business unit specific leadership teams. Members of industry councils and organizations. B.S./B.A.. Minimum of 10+ years of business experience. Minimum of 8-10 years of multi-disciplined or like procurement experience or relevant experience. Minimum of 3 years Pharmaceutical Procurement experience, or working directly with Pharmaceutical teams or relevant experience. Experience leading and participating on cross-functional and/or global teams. Managerial experience including managing teams of senior professionals and managers and establishing performance expectations. Internal stakeholder management, data/information management, category management, process redesign and continuous improvement expertise, project management and performance measurement skills. Procurement process knowledge, contract management, financial analysis, market analysis, supplier analysis, supplier diversity, supplier management, technology utilization, strategic planning and integrated supply chain experience. Preferred Qualifications:. M.S./M.B.A.. Professional certifications (e.g. CPM, CPIM).. 5 years Pharmaceutical Procurement experience. Membership in Professional Associations, e.g. ISM.
